أعلنت ثلاث وزارات يمنية، اليوم (الثلاثاء)، رفضها الزج بالمؤسسات والهيئات التابعة لها في أي اصطفاف أو مشاريع سياسية أحادية أيّاً كانت مبرراتها أو شعاراتها.
وأوضحت وزارة العدل في بيان لها: «إنها تابعت باهتمام بالغ ما جرى تداوله من بيان منسوب للوزارة، تضمن مواقف سياسية تتجاوز الاختصاصات القانونية والمؤسسية وتنطوي على توصيفات ومسميات تخالف صراحة المرجعيات الدستورية والقانونية الحاكمة للمرحلة الانتقالية، وفي مقدمتها إعلان نقل السلطة والدستور، والقوانين النافذة، وقرارات مجلس الأمن ذات الصلة بالشأن اليمني».
وزارة العدل تجرّم المواقف الأحادية
وأكدت الوزارة أنه وبشكل واضح لا لبس فيه، أن القيادة السياسية الشرعية المعترف بها محلياً وإقليمياً ودولياً ممثلة بمجلس القيادة الرئاسي، برئاسة الدكتور رشاد محمد العليمي، وأن أي توصيفات أو مسميات أو مواقف تخالف ذلك، تعد خروجاً سياسياً وقانونياً غير مقبول..
وأشارت إلى أن أي استخدام للصفة الوظيفية أو الصفة الرسمية للتعبير عن مواقف سياسية خارج الأطر الدستورية، يعد مخالفة جسيمة تستوجب المساءلة، مبينة أن التعدد السياسي وحرية الرأي والتعبير مكفولة، لكنها تمارس عبر القنوات المشروعة، وبالصفات السياسية أو الحزبية أو الشخصية، لا عبر مؤسسات الدولة التي تمثل جميع اليمنيين، وتخضع لمرجعيات وطنية جامعة لا يجوز القفز عليها تحت أي ظرف كان.
وجددت الوزارة تأكيد التزامها الكامل بإعلان نقل السلطة، ومخرجات التوافق الوطني والشراكة السياسية المسؤولة، والعمل من أجل استعادة الدولة وإنهاء الانقلاب الحوثي باعتبار ذلك الهدف الجامع الذي لا يقبل المزايدة أو التشظي، وكذا التزامها بأداء مهامها العدلية بكل مهنية وشفافية، بما يخدم مصلحة المواطنين كافة، ويصون حقوقهم وفقأ للدستور والقوانين النافذة.
وزارة الصناعة: لا علاقة لنا بأي مواقف غير دستورية
بدورها، أكدت وزارة الصناعة والتجارة أن لا علاقة لها بأي مواقف أو قرارات صادرة خارج الأطر الدستورية والقانونية، مشددة على أهمية الحفاظ على استقرار بيئة الأعمال والأنشطة الاقتصادية.
وذكرت الوزارة أن الزج بالمؤسسات الخدمية في أي سياقات سياسية من شأنه الإضرار بالمصالح العامة، والتأثير سلباً على مناخ الاستثمار، وثقة القطاع الخاص، واستمرارية سلاسل الإمداد بما ينعكس على الاستقرار الاقتصادي والأمن الغذائي للمواطنين.
وأشارت وزارة الصناعة والتجارة، الى أنها مؤسسة خدمية تعمل في إطار مهامها واختصاصاتها المحددة بموجب الدستور والقوانين النافذة في الجمهورية اليمنية، وتركز في أدائها على خدمة الاقتصاد الوطني، وحماية مصالح المواطنين والقطاع الخاص، بما يعزز الاستقرار الاقتصادي وبيئة الأعمال.
وجددت وزارة الصناعة والتجارة، استمرارها في ممارسة أنشطتها واختصاصاتها وفق القوانين واللوائح المنظمة تحت مظلة الحكومة الشرعية المعترف بها دولياً، وبالتنسيق مع الجهات الرسمية ذات العلاقة، وبما يخدم المصلحة العامة ويحافظ على وحدة المؤسسات الاقتصادية للدولة.
«الشباب والرياضة»: نرفض البيانات المؤيدة للانتقالي
وفي السياق ذاته، أعلنت وزارة الشباب والرياضة، رفضها الزج بها أو بموظفيها في بيانات أو مواقف سياسية أو عسكرية تخدم المجلس الانتقالي الجنوبي، أو أي كيان سياسي آخر، أو الترويج لمشاريع أو مواقف خارج إطار الشرعية الدستورية والمرجعيات الوطنية المعترف بها، مؤكدة إنها مؤسسة حكومية يمنية وطنية خاضعة للدستور والقوانين النافذة.
وأشارت إلى أنها وقفت موقفاً واضحاً وحاسماً في رفض الانقلاب على مؤسسات الدولة في العاصمة صنعاء، وستظل على الموقف ذاته في رفض أي محاولة للانقلاب على الدولة أو تقويض سلطتها الشرعية في العاصمة المؤقتة عدن أو في أي محافظة أو مدينة يمنية، أيّاً كانت الجهة أو المبررات.
وجدّدت قيادة وزارة الشباب والرياضة، التزامها الكامل بتنفيذ توجيهات رئيس مجلس القيادة الرئاسي الصادرة بتاريخ 21 ديسمبر 2025، بشأن اتخاذ كافة الإجراءات القانونية والإدارية بحق كل من يخالف الدستور والقانون ومرجعيات المرحلة الانتقالية، أو يستغل موقعه ومنصبه الوظيفي في ممارسات أو مواقف تتجاوز الصلاحيات المخوّلة له، أو تمس حياد المؤسسات الحكومية ووظيفتها الوطنية.
وقال البيان الوزاري: إن قيادة وزارة الشباب والرياضة، تابعت باستهجان بالغ ما نُشر تحت مسمى بيان صادر عن قيادة وكوادر وموظفي ديوان عام وزارة الشباب والرياضة بالعاصمة المؤقتة عدن، الذي تضمّن مواقف سياسية وانحيازات صريحة لصالح المجلس الانتقالي الجنوبي، في خروج واضح عن الطابع المؤسسي والقانوني للوزارة، ومخالفة صريحة للدستور والقوانين واللوائح المنظمة للعمل الوظيفي العام.
ولفتت الوزارة، الى إن البيان المشار إليه لا يمثل الوزارة ولا قيادتها الشرعية، ولا الغالبية الساحقة من موظفيها، وإنما يعبّر عن رأي مجموعة محدودة من الأفراد الذين استغلوا صفاتهم الوظيفية؛ لإصدار موقف سياسي منحاز، دون أي صفة قانونية أو تفويض مؤسسي.
وأكدت الوزارة رفضها القاطع لاستخدام المرافق والمؤسسات الحكومية كمنصات لخدمة أجندات سياسية أو لفرض أمر واقع خارج مؤسسات الدولة، وتعتبر ذلك مخالفة جسيمة تستوجب المساءلة القانونية والإدارية وفق القوانين النافذة.
الاحتفاظ بحق الإجراءات القانونية
وأضافت وزارة الشباب والرياضة: تحتفظ قيادة الوزارة بحقها الكامل في اتخاذ كافة الإجراءات القانونية والإدارية اللازمة بحق كل من يثبت تورطه في إصدار أو الترويج لبيانات تنتحل صفة الوزارة أو توظفها سياسياً بما يمس حيادها ووظيفتها الوطنية، مبينة أنها ستظل مؤسسة وطنية جامعة، تعمل وفق الدستور والقانون، وتلتزم بالدفاع عن الدولة ومؤسساتها، وترفض الانقلابات أينما كانت وتحت أي مسمى.
وكان رئيس مجلس القيادة الرئاسي قد أصدر أمس الأول توجيهات للوزارات والمؤسسات الحكومية باتخاذ الإجراءات العقابية ضد كل مسؤول يزج العمل المؤسسي في الصراعات الأحادية.
Three Yemeni ministries announced today (Tuesday) their rejection of involving their institutions and bodies in any alignment or unilateral political projects, regardless of the justifications or slogans.
The Ministry of Justice clarified in a statement: "It has closely followed the statements attributed to the ministry, which included political positions that exceed legal and institutional competencies and contain descriptions and titles that explicitly contradict the constitutional and legal references governing the transitional phase, foremost among them the declaration of power transfer, the constitution, the applicable laws, and the relevant Security Council resolutions regarding the Yemeni issue."
The Ministry of Justice criminalizes unilateral positions
The ministry emphasized that it is clear and unequivocal that the legitimate political leadership recognized locally, regionally, and internationally is represented by the Presidential Leadership Council, headed by Dr. Rashad Muhammad Al-Alimi, and that any descriptions, titles, or positions that contradict this are considered an unacceptable political and legal deviation.
It pointed out that any use of official titles or positions to express political stances outside constitutional frameworks constitutes a serious violation that warrants accountability, indicating that political pluralism and freedom of opinion and expression are guaranteed, but they should be exercised through legitimate channels, and with political, partisan, or personal titles, not through state institutions that represent all Yemenis and are subject to comprehensive national references that cannot be bypassed under any circumstances.
The ministry renewed its commitment to the declaration of power transfer, the outcomes of national consensus, and responsible political partnership, and to work towards restoring the state and ending the Houthi coup, considering that a unifying goal that cannot be subject to bidding or fragmentation, as well as its commitment to performing its judicial duties with professionalism and transparency, serving the interests of all citizens and safeguarding their rights in accordance with the constitution and applicable laws.
The Ministry of Industry: We have no connection to any unconstitutional positions
For its part, the Ministry of Industry and Trade confirmed that it has no connection to any positions or decisions issued outside constitutional and legal frameworks, stressing the importance of maintaining stability in the business environment and economic activities.
The ministry stated that involving service institutions in any political contexts would harm public interests and negatively affect the investment climate, private sector confidence, and the continuity of supply chains, which would reflect on economic stability and food security for citizens.
The Ministry of Industry and Trade pointed out that it is a service institution operating within its tasks and competencies defined by the constitution and applicable laws in the Republic of Yemen, focusing on serving the national economy and protecting the interests of citizens and the private sector, thereby enhancing economic stability and the business environment.
The Ministry of Industry and Trade renewed its commitment to continue exercising its activities and competencies according to the laws and regulations under the umbrella of the internationally recognized legitimate government, in coordination with the relevant official authorities, and in a manner that serves the public interest and maintains the unity of the state's economic institutions.
"Youth and Sports": We reject statements supporting the Southern Transitional Council
In the same context, the Ministry of Youth and Sports announced its rejection of being involved or its employees in statements or political or military positions that serve the Southern Transitional Council or any other political entity, or promoting projects or positions outside the framework of constitutional legitimacy and recognized national references, confirming that it is a national Yemeni governmental institution subject to the constitution and applicable laws.
It indicated that it has taken a clear and decisive stance in rejecting the coup against state institutions in the capital, Sana'a, and will maintain the same stance in rejecting any attempt to overthrow the state or undermine its legitimate authority in the temporary capital, Aden, or in any Yemeni governorate or city, regardless of the party or justifications.
The leadership of the Ministry of Youth and Sports renewed its full commitment to implementing the directives of the President of the Presidential Leadership Council issued on December 21, 2025, regarding taking all legal and administrative measures against anyone who violates the constitution, law, and references of the transitional phase, or exploits their position and job in practices or positions that exceed their authorized powers or affect the neutrality of government institutions and their national function.
The ministerial statement said that the leadership of the Ministry of Youth and Sports has followed with great disapproval what was published under the name of a statement issued by the leadership, cadres, and employees of the General Office of the Ministry of Youth and Sports in the temporary capital, Aden, which included political positions and clear biases in favor of the Southern Transitional Council, in a clear departure from the institutional and legal character of the ministry and a blatant violation of the constitution, laws, and regulations governing public employment.
The ministry pointed out that the aforementioned statement does not represent the ministry or its legitimate leadership, nor the vast majority of its employees, but rather expresses the opinion of a limited group of individuals who exploited their official positions to issue a biased political stance, without any legal status or institutional mandate.
The ministry confirmed its absolute rejection of using government facilities and institutions as platforms to serve political agendas or to impose a fait accompli outside the state's institutions, considering that a serious violation that warrants legal and administrative accountability according to applicable laws.
Retaining the right to legal action
The Ministry of Youth and Sports added: The ministry's leadership retains its full right to take all necessary legal and administrative measures against anyone proven to be involved in issuing or promoting statements that impersonate the ministry or politically exploit it in a manner that affects its neutrality and national function, indicating that it will remain a national institution that operates according to the constitution and law, committed to defending the state and its institutions, and rejecting coups wherever they may be and under any name.
The President of the Presidential Leadership Council issued directives the day before yesterday to ministries and government institutions to take punitive measures against any official who drags institutional work into unilateral conflicts.
