ما الذي يفكر فيه رئيس الوزراء العراقي المنتهية ولايته محمد شياع السوداني بتنازله عن ترشيح نفسه لمنصب رئيس الحكومة الجديدة، لصالح زعيم دولة القانون نوري المالكي؟
ضربة سياسية
الأمر يبدو غريبا ولافتا وهو ما وصفته مصادر في تحالف الإطار التنسيقي لـ«عكاظ» بأنه ضربة سياسية وجهها السوداني للمالكي، واعتبرت أن هذا التكتيك سيقود إلى إخراج زعيم دولة القانون من سباق رئاسة الحكومة في عملية هادئة، إذ ترك السوداني أمر إخراج المالكي لقوى الإطار والمرجعية الدينية التي ترفض عودته لرئاسة الحكومة.
ووفق المصادر، فإن السوداني تعمد دفع المالكي إلى الواجهة ليواجه سيلا متوقعا من الرفض السياسي والديني ما قد يدفعه للخروج من سباق الوصول لرئاسة الحكومة الجديدة، خصوصا أن زعيم دولة القانون يعاني من أزمات صحية فضلًا عن افتقاره للدعم اللازم داخل التحالف الحاكم، إضافة إلى كونه غير مقبول لدى مرجعية النجف.
ورأت المصادر أن خطوة السوداني عززت موقعه داخل البيت الشيعي بخمس نقاط إضافية ليصبح اللاعب الأبرز في «لعبة الأرقام» التي تحسم اسم رئيس الوزراء، بينما كان المالكي العامل الأبرز في تعطيل وصوله خلال مراحل التفاوض السابقة.
3 قوائم لمرشحين
وفي ثاني اجتماع غير معلن جمع السوداني والمالكي، ليل السبت، توالت تسريبات عن وجود ثلاث قوائم لمرشحين بدلاء طُرحت على طاولة النقاش. وفي خضم ذلك خرج وليد خالد المرسومي عضو ائتلاف «الإعمار والتنمية» الذي يقوده السوداني لينفي وجود أي مرشح تسوية.
وقال المرسومي قبل تسريب نبأ التنازل: «تتواتر أخبار عن مرشح تسوية لكنها عارية عن الصحة ولا يوجد أي مرشح من هذا النوع».
وأضاف، قبل أن يرفض لاحقًا التعليق على أنباء التنازل: «نرفض هذه الأخبار ومرشح التسوية قصة ضعيفة قد تسهم في إفشال ما أُنجز خلال السنوات الأخيرة».
وشدد المرسومي على أن ائتلافه مصمم وداعم لولاية ثانية لمحمد السوداني على أساس برنامج واضح لتحقيق الاستقرار المستدام خصوصًا في ظل التحديات الخطيرة التي تمر بها المنطقة.
لا وجود لمرشح تسوية
وفي هذه الأثناء، طُرح اسم إحسان العوادي مدير مكتب السوداني بقوة في وسائل الإعلام كمرشح تسوية ما أثار غضب المالكي بحسب قيادي في الإطار التنسيقي، فالعوادي كان قد انتقل من ائتلاف دولة القانون إلى الإعمار والتنمية ما أعاد التفاهمات إلى نقطة الصفر.
بعد انتهاء الاجتماع، عاد الرجلان إلى منزليهما قبل أن ينتشر خبر مفاجئ عن تنازل السوداني لصالح المالكي ولم تؤكد أوساط الإعمار والتنمية هذا الخبر، باستثناء قصي محبوبة القيادي في الائتلاف.
ورفض المرسومي التعليق مكتفيًا بالقول إن التطورات القادمة ستحسم الأمر فيما كتب محبوبة على فيسبوك أن هذا القرار يؤكد أن مشروع السوداني هو مشروع دولة ونكران ذات، معتبرًا أن التوافق بين الطرفين يغلق الباب أمام المتسلقين والانتهازيين وينهي الانقسامات داخل البيت الشيعي.
مؤشرات متقدمة لحسم الملف
وقللت مصادر مطلعة من فرص المالكي، مشيرة إلى أزماته الصحية وتقدمه في العمر، فضلًا عن "فيتو" متوقع من زعيم التيار الصدري مقتدى الصدر ومن المرجع الأعلى علي السيستاني.
وليل السبت، عقد "الإطار التنسيقي" اجتماعا في مكتب محسن المندلاوي نائب رئيس البرلمان السابق دون أن يتطرق رسميًا إلى ترشيح المالكي رغم الحديث عن مؤشرات متقدمة لحسم ملف رئاسة الوزراء.
وحسب المصادر، فلن يعلن تحالف الإطار ترشيح المالكي لأنه لا يريد المغامرة بمستقبله وفقدان سلطته.
ويرى قيادي في حزب مؤيد للسوداني أن الأخير وجه ضربة قاضية لطموح المالكي عبر تركه يواجه رفض الصدر والمرجعية فيما خفف الضغط عن نفسه.
ويضيف، من الآن ستبدأ القوى الشيعية والسنية والكردية بانتقاد المالكي بسبب تاريخه السابق، دون أن يتدخل السوداني.

The situation seems strange and striking, which sources in the Coordination Framework described to "Okaz" as a political blow dealt by al-Sudani to al-Maliki. They considered that this tactic would lead to removing the leader of the State of Law from the race for the premiership in a quiet manner, as al-Sudani left the task of removing al-Maliki to the forces of the Framework and the religious authority that rejects his return to the premiership.
According to the sources, al-Sudani deliberately pushed al-Maliki into the spotlight to face an expected wave of political and religious rejection, which might drive him out of the race for the new premiership, especially since the leader of the State of Law is suffering from health crises in addition to lacking the necessary support within the ruling coalition, as well as being unacceptable to the Najaf religious authority.
The sources noted that al-Sudani's step strengthened his position within the Shiite house by five additional points, making him the most prominent player in the "numbers game" that determines the name of the Prime Minister, while al-Maliki was the main factor in obstructing his arrival during previous negotiation stages.
Three Lists of Candidates
In the second unannounced meeting that brought together al-Sudani and al-Maliki on Saturday night, leaks emerged about the existence of three lists of alternative candidates that were presented on the discussion table. Amid this, Walid Khalid al-Marsoumi, a member of the "Reconstruction and Development" coalition led by al-Sudani, came out to deny the existence of any settlement candidate.
Al-Marsoumi said before the news of the withdrawal was leaked: "There are rumors about a settlement candidate, but they are unfounded, and there is no candidate of this kind."
He added, before later refusing to comment on the news of the withdrawal: "We reject this news, and the settlement candidate is a weak story that could contribute to undermining what has been achieved in recent years."
Al-Marsoumi emphasized that his coalition is determined and supportive of a second term for Muhammad al-Sudani based on a clear program to achieve sustainable stability, especially in light of the serious challenges facing the region.
No Settlement Candidate Exists
Meanwhile, the name of Ihsan al-Awadi, the director of al-Sudani's office, was strongly proposed in the media as a settlement candidate, which angered al-Maliki according to a leader in the Coordination Framework, as al-Awadi had moved from the State of Law coalition to Reconstruction and Development, which brought the understandings back to square one.
After the meeting ended, the two men returned to their homes before surprising news spread about al-Sudani's withdrawal in favor of al-Maliki, and the Reconstruction and Development circles did not confirm this news, except for Qusay Mahboubah, a leader in the coalition.
Al-Marsoumi refused to comment, merely stating that upcoming developments would determine the matter, while Mahboubah wrote on Facebook that this decision confirms that al-Sudani's project is a state project and self-denial, considering that the agreement between the two parties closes the door on climbers and opportunists and ends divisions within the Shiite house.
Advanced Indicators for Resolving the Issue
Informed sources downplayed al-Maliki's chances, pointing to his health crises and advancing age, in addition to an expected "veto" from the leader of the Sadrist movement, Muqtada al-Sadr, and the supreme religious authority, Ali al-Sistani.
On Saturday night, the "Coordination Framework" held a meeting at the office of Mohsen al-Mandalawi, the former deputy speaker of parliament, without officially addressing al-Maliki's nomination despite discussions about advanced indicators for resolving the prime ministerial file.
According to the sources, the Framework coalition will not announce al-Maliki's nomination because it does not want to risk its future and lose its authority.
A leader in a party supportive of al-Sudani believes that the latter dealt a fatal blow to al-Maliki's ambitions by leaving him to face rejection from al-Sadr and the religious authority while easing pressure off himself.
He adds that from now on, Shiite, Sunni, and Kurdish forces will begin to criticize al-Maliki because of his past history, without al-Sudani intervening.
