حذّر الأمين العام للأمم المتحدة أنطونيو غوتيريش من «قوى نافذة تصطف لتقويض التعاون العالمي»، وذلك في خطاب تاريخي ألقاه بمناسبة الذكرى الـ80 لأول اجتماع رئيسي للجمعية العامة للأمم المتحدة، وسط تراجع حاد في التمويل الأمريكي للمنظمة الدولية. وفي كلمته التي ألقاها في قاعة «ميثوديست سنترال هول» في لندن –المكان ذاته الذي شهد عام 1946 اجتماع ممثلي 51 دولة في الجلسة الافتتاحية للجمعية العامة– وجّه غوتيريش نداءً حاراً للدفاع عن التعددية واحترام القانون الدولي، في وقت يشهد العالم تصاعداً غير مسبوق في حالة عدم اليقين والتوترات الجيوسياسية. وأشار غوتيريش إلى أن أول قرار اتخذته الجمعية العامة قبل 8 عقود ركّز على نزع السلاح والقضاء على الأسلحة النووية بوصفه هدفاً عالمياً، لكنه قال إن العالم اليوم يواجه تهديدات لم يكن من الممكن تصورها آنذاك، من بينها أزمة المناخ والمخاطر المتزايدة في «الفضاء السيبراني»، في ظل انخراط العديد من الدول في سباق تسلح جديد، دون أن يسمّي دولاً بعينها. وقال الأمين العام، الذي من المقرر أن يغادر منصبه في نهاية عام 2026: «في العام الماضي، بلغ الإنفاق العسكري العالمي 2.7 تريليون دولار، أي أكثر من 200 ضعف ميزانية المساعدات البريطانية الحالية، أو ما يعادل أكثر من 70% من إجمالي الاقتصاد البريطاني». وأضاف أن هذا التوسع الهائل في الاستثمار في التسلح يتزامن مع تجاهل متعمّد للأسباب الرئيسية لانهيار المناخ، ومع تنامي دور المحتوى الرقمي في تقويض الديموقراطية، وأوضح قائلاً: «بينما كانت حرارة الكوكب تسجّل أرقاماً قياسية، استمرت أرباح الوقود الأحفوري في الارتفاع، وفي الفضاء السيبراني، كافأت الخوارزميات الأكاذيب، وأجّجت الكراهية، ومنحت الأنظمة الاستبدادية أدوات قوية للسيطرة». وتأتي تصريحات غوتيريش في وقت تواجه فيه الأمم المتحدة أزمة تمويل خانقة، تعود في جزء كبير منها إلى قرارات اتخذها الرئيس الأمريكي دونالد ترمب، فقد أعلنت الولايات المتحدة أنها ستخصص نحو ملياري دولار فقط للمساعدات الإنسانية عبر الأمم المتحدة، وهو مبلغ يقل كثيراً عن مساهماتها السابقة بصفتها أكبر ممول للمنظمة. وجاء هذا الإعلان مرفقاً بتحذير من وزارة الخارجية الأمريكية بأن على الأمم المتحدة أن «تتكيف أو تنكمش أو تموت»، مع الإشارة إلى فرض شروط على الدول المستفيدة من هذا التمويل. وبعد ذلك بأيام، أعلن ترمب انسحاب الولايات المتحدة من عدد من وكالات الأمم المتحدة، إضافة إلى تخليها عن الاتفاقية الدولية الأساسية الخاصة بالمناخ. ويرى خبراء أن هذه التخفيضات ستؤدي إلى نظام مساعدات دولي أصغر وأقل فاعلية، في وقت حذّرت فيه الأمم المتحدة نفسها من أن العجز المالي يهدد بشل عمليات حفظ السلام في أنحاء مختلفة من العالم. ورغم ذلك، أكد غوتيريش أن الإصلاحات الجارية ستجعل «الأمم المتحدة أكثر مرونة، وأكثر تنسيقاً، وأكثر قدرة على الاستجابة للتحديات العالمية». UN Secretary-General Antonio Guterres warned of "powerful forces aligning to undermine global cooperation," in a historic speech delivered on the occasion of the 80th anniversary of the first major meeting of the United Nations General Assembly, amid a sharp decline in American funding for the international organization. In his address at the "Methodist Central Hall" in London – the same venue that hosted the gathering of representatives from 51 countries during the inaugural session of the General Assembly in 1946 – Guterres made a heartfelt appeal for the defense of multilateralism and respect for international law, at a time when the world is experiencing unprecedented levels of uncertainty and geopolitical tensions. Guterres noted that the first decision made by the General Assembly eight decades ago focused on disarmament and the elimination of nuclear weapons as a global goal, but he said that the world today faces threats that were unimaginable back then, including the climate crisis and increasing risks in "cyberspace," as many countries engage in a new arms race, without naming specific countries. The Secretary-General, who is set to leave his position at the end of 2026, stated: "Last year, global military spending reached $2.7 trillion, which is more than 200 times the current British aid budget, or equivalent to over 70% of the total British economy." He added that this massive expansion in arms investment coincides with a deliberate disregard for the root causes of climate collapse, and with the growing role of digital content in undermining democracy, explaining: "While the planet's temperature was hitting record highs, fossil fuel profits continued to rise, and in cyberspace, algorithms rewarded lies, fueled hatred, and provided authoritarian regimes with powerful tools for control." Guterres's remarks come at a time when the United Nations is facing a severe funding crisis, largely due to decisions made by former U.S. President Donald Trump. The United States announced that it would allocate only about $2 billion for humanitarian assistance through the UN, a figure that is significantly lower than its previous contributions as the largest funder of the organization. This announcement was accompanied by a warning from the U.S. State Department that the UN must "adapt or shrink or die," indicating that conditions would be imposed on countries benefiting from this funding. Days later, Trump announced the withdrawal of the United States from several UN agencies, in addition to abandoning the key international climate agreement. Experts believe that these cuts will lead to a smaller and less effective international aid system, at a time when the UN itself has warned that the financial shortfall threatens to paralyze peacekeeping operations in various parts of the world. Despite this, Guterres affirmed that the ongoing reforms will make the "United Nations more agile, more coordinated, and better able to respond to global challenges."
