منعت وزارة الصحة قبول كافة طلبات الإجازات والانتدابات التي تُرْفَع بتاريخ سابق، وشددت أن نظام «موارد» يرفض آلياً أي طلب يُقدم بأثر رجعي مع منح استثناءات محددة للحالات التي تقتضيها الظروف الإنسانية أو الصحية القاهرة. وحددت الصحة الظروف بوفاة الأقارب، مرافقة مريض الإجازات المرضية بجميع أنواعها، إجازة مولود جديد، إضافة إلى إجازات غسيل الكلى وجلسات العلاج الدوري. وأكدت وزارة الصحة أن الإجراء التنظيمي بهدف إلزام الموظفين بالتقيد بالمسارات النظامية الصحيحة، وضرورة رفع الطلبات قبل موعد استحقاقها الفعلي لضمان سير العمل وعدم تعطيل المصالح، وتفادياً للرفض الإلكتروني الفوري الذي سيطبقه النظام المحدث. وألمحت الصحة في قرارها إلى مراعاة الجوانب الإنسانية والظروف الطارئة التي قد تمنع الموظف من التقديم المسبق، وحددت قائمة حصرية للحالات المستثناة التي يُسمح فيها برفع الطلب بتاريخ سابق، وذلك تقديراً للظروف الخارجة عن الإرادة، والتي لا يمكن التخطيط لها مسبقاً، ما يستدعي مرونة عالية في معالجة طلباتها. The Ministry of Health confirmed that the regulatory procedure aims to compel employees to adhere to the correct regulatory pathways, and the necessity of submitting requests before their actual due date to ensure the continuity of work and avoid disrupting interests, and to prevent the immediate electronic rejection that the updated system will implement. The Ministry hinted in its decision at the consideration of humanitarian aspects and emergency circumstances that may prevent the employee from submitting in advance, and specified an exclusive list of exempt cases where requests may be submitted with a previous date, in recognition of circumstances beyond control, which cannot be planned for in advance, necessitating a high degree of flexibility in processing their requests.
