أصدرت هيئة النقل لائحة جديدة لتنظيم أنشطة تشغيل مرافق نقل البضائع في المملكة، وتحصر اللائحة ممارسة النشاط على المنشآت فقط وحظرت ممارسة أي نشاط دون الحصول على ترخيص مسبق. وتشمل الأنشطة 4 رئيسية؛ تشغيل مواقف الشاحنات، تشغيل مواقف دراجات نقل البضائع، مراكز تحميل وتفريغ البضائع، ومراكز تجميعها وتجزئتها، وتمنح الهيئة ترخيصاً مستقلاً لكل نشاط، كما يتطلب كل موقع ترخيصاً مستقلاً حتى لو كان للنشاط نفسه. وتضمّنت اللائحة تصنيف مواقف الشاحنات إلى ثلاث فئات «أ، ب، ج» بناءً على سعتها الاستيعابية. وتفرض اللائحة خدمات أساسية إلزامية تختلف باختلاف الفئة؛ فبينما تكتفي الفئة ج «الصغرى» بتوفير مصلى ودورات مياه ونظام مراقبة إلكتروني، تُلزم الفئة أ «الكبرى» بتوفير مسجد، ومكاتب إدارة، ومراقبة إلكترونية شاملة، وبوابات تحكم آلي، واستراحة مفروشة لا تقل عن 200 متر مربع، وسكن للعاملين، ومطعم، وتموينات غذائية. وحددت اللائحة خدمات ثانوية «اختيارية» يمكن تقديمها حسب فئة الموقف، مثل محطات الوقود، وخدمات الصيانة، ومغاسل الشاحنات، والموتيلات. وألزمت اللائحة مشغلي مواقف الشاحنات بتوفير دورات مياه مجانية على مدار الساعة، وتجهيزها باللوازم، وحظرت بشكل قاطع تخزين المواد الخطرة أو البترولية داخل مواقف الشاحنات، منع تبديل أو نقل البضائع الخطرة بين الشاحنات داخل المرفق. واشترطت اللائحة توفير معدات مناولة مناسبة لطبيعة البضائع، وتحديد مسارات واضحة لحركة المركبات، وإلزام العاملين بارتداء ملابس ومعدات الوقاية الشخصية. كما ألزمت مواقف دراجات نقل البضائع بتوفير مناطق انتظار مغطاة ومزودة بمقاعد للسائقين، مع نظام مراقبة يغطي الموقع بالكامل. ومنحت اللائحة المفتشين صلاحية ضبط المخالفات وإيقاع العقوبات، مع إبلاغ المخالف بالقرار. The Transport Authority has issued a new regulation to organize the activities of freight transport facilities in the Kingdom, restricting the practice of the activity to establishments only and prohibiting any activity without obtaining prior licensing. The activities include four main categories: operating truck parking lots, operating freight bike parking lots, loading and unloading centers, and sorting and aggregation centers. The authority grants a separate license for each activity, and each location requires an independent license even if it is for the same activity. The regulation includes classifying truck parking lots into three categories "A, B, C" based on their capacity. It imposes mandatory basic services that vary according to the category; while category C "small" only requires providing a prayer room, restrooms, and an electronic monitoring system, category A "large" is required to provide a mosque, management offices, comprehensive electronic monitoring, automated control gates, a furnished lounge of no less than 200 square meters, accommodation for workers, a restaurant, and food supplies. The regulation specifies optional secondary services that can be provided based on the category of the parking lot, such as fuel stations, maintenance services, truck washes, and motels. The regulation requires truck parking operators to provide free restrooms around the clock, equipped with necessary supplies, and strictly prohibits the storage of hazardous or petroleum materials inside truck parking lots, as well as the transfer or movement of hazardous goods between trucks within the facility. The regulation mandates the provision of handling equipment suitable for the nature of the goods, the establishment of clear pathways for vehicle movement, and requires workers to wear personal protective clothing and equipment. It also requires freight bike parking lots to provide covered waiting areas equipped with seats for drivers, along with a monitoring system that covers the entire site. The regulation grants inspectors the authority to enforce violations and impose penalties, with the violator being notified of the decision.
