ليست مبالغة عندما نقول إن زيارة سمو ولي العهد الأمير محمد بن سلمان لواشنطن تختلف في معناها وأهدافها وأثرها وتأثيرها عن أي زيارة سعودية سابقة لأمريكا. صحيح أن أي زيارة دولة سعودية تحظى دائماً من الجانب الأمريكي بالحفاوة الكبيرة والاهتمام الخاص والتقدير العالي، نظراً لأهمية وإستراتيجية العلاقات بين البلدين، ورمزية المملكة وثقلها عربياً وإسلامياً، لكن لكل وقت ظروفه ومعطياته وسياقه، الوقت الآن مختلف كثيراً، وتوقيت الزيارة يأتي في ظل متغيرات كبرى تعم العالم، كما أن الزائر يحمل ملفات مختلفة استوجبتها المرحلة الجديدة التي تعيشها المملكة منذ بداية تدشين الرؤية الوطنية المليئة بالطموح العالي، وهي المرحلة التي تغيرت فيها مفاهيم إدارة الوطن، وتغيرت أساليب العلاقات مع الدول بما يحقق المصلحة الوطنية أولاً، وبعد أن أثبتت المملكة أنها لاعب قوي ومؤثر في السياسة الدولية لتحقيق التوازنات الإيجابية وتكريس الأمن والسلام وإطفاء النزاعات والحروب، والمساهمة الفاعلة في الاقتصاد العالمي كدولة وازنة يُحسب لقراراتها حساب كبير.

يزور ولي العهد واشنطن هذه المرة بعد أن تأكدت إدارة الرئيس ترمب أنه يقود مشروعاً تنموياً ضخماً بمقتضيات المستقبل وليس الحاضر فقط، مشروع أصبح مقنعاً للآخرين بأهمية الشراكة فيه وتحقيق فوائد للجميع من هذه الشراكة، لقد رأوا نتائجه على أرض الواقع، وتأكدوا من جدواه، بعد أن وفرت المملكة كل الأسباب الضامنة لنجاحه. هذه الحقيقة أكدها الرئيس ترمب خلال زيارته الأخيرة للمملكة، وأعاد تأكيدها في أكثر من تصريح لاحق، بالإضافة إلى إعجابه الشديد برؤية وجدية ومثابرة وتصميم ولي العهد في قيادة التحولات الشاملة في المملكة، ونهجه في التعامل مع الملفات السياسية العربية والإقليمية والدولية، والنجاحات التي حققتها المملكة في كثير من تلك الملفات، بما يهيئ الفرص الممكنة للأمن والسلم والاستقرار الذي يمثل حجر الأساس لأي تنمية في أي بلد.

هذا الانطباع الإيجابي والإعجاب بما تحققه المملكة في مرحلتها الجديدة أصبحت تعبر عنه كل دول العالم، وتسعى للشراكة معها بتطوير مختلف أشكال العلاقات، ولكن تظل العلاقة مع أمريكا ذات طابع خاص لأسباب تأريخية، وأسباب أخرى تتمثل في كون أمريكا الدولة الأكبر والأكثر تأثيراً في العالم بما تملكه من أسباب القوة في كل مجال. وقد استوعبت إدارة الرئيس ترمب، أن المملكة تحولت من نمط العلاقة التقليدية معها إلى علاقة ديناميكية تؤطرها المنافع المشتركة والمصالح المتبادلة كشريك موثوق وقوي ومؤثر على كل الأصعدة. ولهذا يصبح مفهوماً عندما يحمل ولي العهد معه إلى واشنطن ملفات غير تقليدية، كالبرنامج النووي، وأحدث معدات التسليح والتقنية المتقدمة، بالإضافة إلى اتفاقيات أمنية وعسكرية بين البلدين،‏ وملفات أمنية إقليمية أولها قضية فلسطين، التي أحدثت فيها المملكة بدبلوماسيتها الماهرة اختراقاً تأريخياً باتجاه إقامة الدولة الفلسطينية.

من كل ذلك، يصبح منطقياً هذا الاهتمام الكبير محلياً وعربياً وإقليمياً بزيارة الأمير محمد بن سلمان لواشنطن التي تبدأ غداً، لأن نتائجها ليست مقتصرة على الشأن السعودي وحده، بل تتعداه إلى ترتيب أوراق مهمة في المنطقة. كما أنه يكون مفهوماً ذلك الاستعداد الخاص الكبير في البيت الأبيض لهذه الزيارة قبل بدئها.. كل الأنظار ستكون مصوبةً غداً على البيت الأبيض، مرفوقةً بالأمل أن تتكلل هذه الزيارة التأريخية بالنجاح.

It is not an exaggeration to say that His Highness Crown Prince Mohammed bin Salman’s visit to Washington differs in its meaning, goals, impact, and influence from any previous Saudi visit to America. It is true that any Saudi state visit is always met with great hospitality, special attention, and high appreciation from the American side, due to the importance and strategic nature of the relations between the two countries, as well as the symbolism and weight of the Kingdom in the Arab and Islamic worlds. However, every time has its own circumstances, data, and context; the time now is very different, and the timing of the visit comes amid major global changes. Additionally, the visitor carries different files necessitated by the new phase that the Kingdom has been experiencing since the launch of the ambitious national vision, a phase in which the concepts of governance have changed, and the methods of relations with countries have evolved to prioritize national interests first. After proving that the Kingdom is a strong and influential player in international politics to achieve positive balances, establish security and peace, extinguish conflicts and wars, and actively contribute to the global economy as a significant state whose decisions carry considerable weight.

The Crown Prince visits Washington this time after the Trump administration confirmed that he is leading a massive developmental project that addresses the requirements of the future, not just the present. This project has become convincing to others regarding the importance of partnership in it and achieving benefits for everyone from this partnership. They have seen its results on the ground and confirmed its feasibility after the Kingdom provided all the guarantees for its success. This fact was affirmed by President Trump during his recent visit to the Kingdom and reiterated in several subsequent statements, in addition to his strong admiration for the vision, seriousness, perseverance, and determination of the Crown Prince in leading comprehensive transformations in the Kingdom, and his approach to dealing with Arab, regional, and international political files, as well as the successes the Kingdom has achieved in many of those files, which create possible opportunities for security, peace, and stability that are the cornerstone of any development in any country.

This positive impression and admiration for what the Kingdom is achieving in its new phase are now expressed by all countries of the world, which seek partnership with it by developing various forms of relations. However, the relationship with America remains special for historical reasons and others, as America is the largest and most influential country in the world, possessing power in every field. The Trump administration has understood that the Kingdom has shifted from a traditional relationship with it to a dynamic relationship framed by mutual benefits and interests as a reliable, strong, and influential partner on all levels. Therefore, it is understandable that the Crown Prince carries with him to Washington unconventional files, such as the nuclear program, the latest weaponry and advanced technology, in addition to security and military agreements between the two countries, and regional security files, the foremost of which is the Palestinian issue, in which the Kingdom has made a historic breakthrough through its skilled diplomacy towards establishing a Palestinian state.

From all of this, it becomes logical that there is significant local, Arab, and regional interest in Prince Mohammed bin Salman’s visit to Washington, which begins tomorrow, because its results are not limited to Saudi affairs alone but extend to rearranging important papers in the region. It is also understandable that there is a special and significant preparation in the White House for this visit before it begins. All eyes will be directed tomorrow at the White House, accompanied by the hope that this historic visit will be crowned with success.
