قال ألكسندر ستوغليف، رئيس مجلس الإدارة والرئيس التنفيذي لمؤسسة روسكونغرس الروسية ، إن "العلاقات الروسية المصرية لها تاريخ طويل، ومؤخرًا احتفلنا بالذكرى الـ٨٠ للعلاقات الدبلوماسية بين روسيا ومصر، وتعتبر روسيا ومصر شريكان مهمان".
وأكد ستوغليف " علي هامش المؤتمر الوزاري الثاني لمنتدى الشراكة الروسية - الأفريقية ، أن "هذه العلاقات لها طابع استراتيجي مهم، وتطورت بشكل ملحوظ منذ ٢٠١٩ بعد انعقاد أول قمة أفريقية روسية، وفي ٢٠٢٠ عقدت القمة الثانية، وفي ٢٠٢٣ عقد المؤتمر الاقتصادي وأول مؤتمر وزاري بشراكة روسية أفريقية. وحدث اليوم، الذي يقام في القاهرة، يمثل مرحلة مهمة في مسيرة التطوير الثقافي وتنمية العلاقات الثنائية بين البلدين".
وأضاف: "مؤسسة روسكونغرس الروسية تقوم بإدخال أساليب مبتكرة جديدة لتنظيم المؤتمرات والمنتديات المختلفة، ومصر تستفيد من هذه الخبرات. المؤسسة تعتمد على مناطق تخصصية حسب المواضيع، حيث يوجد منطقة للابتكارات، ومنصة للشراكات الناشئة، وأجواء حوارية للأمن السيبراني والتطور التكنولوجي، إلى جانب دعم المؤتمرات والمنتديات من قبل محللين وخبراء لدعم الاستثمار، مع توفير المنشورات والمعلومات التحليلية".
وقال ستوغليف: "الثقة بالفعل هي أهم قيمة في أي علاقات. هناك مشاريع لحماية وتأهيل الشباب، ومناطق للحوار والعمل، وبرامج ثقافية ورياضية وغيرها من الفعاليات. تعمل المؤسسة بتنسيق مع فريق كبير من الخبراء الروس والدوليين لتأهيل ووضع إجراءات المؤتمرات. لمؤسسة تعتبر بمثابة معمل للأفكار والأخبار، حيث تتجمع هذه المبادرات والأفكار، وتُحلل وتتبلور في شكل قرارات فعلية".
وألكسندر ستوغليف هو رئيس مجلس الإدارة والرئيس التنفيذي لمؤسسة روسكونغرس، وتخرج من جامعة البلطيق التقنية الحكومية في سانت بطرسبرغ عام 1996. بدأ مسيرته المهنية في تنظيم المؤتمرات والفعاليات، وتدرج سريعًا حتى أصبح مديرًا عامًا لشركة «المعارض–الندوات–الأعمال».
في 2006، تولى رئاسة شركة «ريستك كونغرس»، المشغل الرئيسي للمنتدى الاقتصادي الدولي في سانت بطرسبرغ، وأسهم في إعادة إطلاق المنتدى تحت إشراف وزارة التنمية الاقتصادية والتجارة الروسية. وفي 2007 عُيّن مديرًا تنفيذيًا لمؤسسة المنتدى الاقتصادي الدولي في سانت بطرسبرغ، ثم أصبح مديرًا لها بعد عامين. وفي ديسمبر 2015، تم تغيير اسم المؤسسة إلى «روسكونغرس».
حصل ستوغليف على وسام «الاستحقاق للوطن» من الدرجة الثانية، إضافة إلى خطابات شكر من رئيس الاتحاد الروسي، ومجلس الاتحاد، وحكومة روسيا، تقديرًا لمساهمته في تنظيم المنتديات والمؤتمرات الدولية الكبرى، مثل المنتدى الاقتصادي الدولي في سانت بطرسبرغ والمنتدى الاقتصادي الروسي–الإفريقي في سوتشي.
Alexander Stuglev: Russia and Egypt Are Strategic Partners, and Roscongress Transfers Its Innovative Expertise to Egypt
Alexander Stuglev, Chairman and CEO of the Russian Roscongress Foundation, stated that “Russian-Egyptian relations have a long history. Recently, we celebrated the 80th anniversary of diplomatic relations between Russia and Egypt, and Russia and Egypt are considered important partners.”
Stuglev emphasized, on the sidelines of the Second Ministerial Conference of the Russia-Africa Partnership Forum, that “these relations have a significant strategic nature and have developed remarkably since 2019, after the first Russia-Africa Summit. In 2020, the second summit was held, and in 2023, the Economic Conference and the first Ministerial Conference under the Russia-Africa partnership took place. Today’s event, held in Cairo, represents an important stage in the cultural development and enhancement of bilateral relations between the two countries.”
He added: “The Roscongress Foundation introduces innovative new methods for organizing various conferences and forums, and Egypt benefits from this expertise. The Foundation relies on specialized zones according to topics, such as an innovation zone, a platform for emerging partnerships, and dialogue spaces for cybersecurity and technological development, alongside the support of conferences and forums by analysts and experts to foster investment, with the provision of publications and analytical information.”
Stuglev said: “Trust is indeed the most important value in any relationship. There are projects to protect and develop youth, areas for dialogue and work, cultural and sports programs, and other activities. The Foundation works in coordination with a large team of Russian and international experts to prepare and establish conference procedures. The Foundation acts as a laboratory for ideas and news, where these initiatives and ideas are gathered, analyzed, and crystallized into concrete decisions.”
Alexander Stuglev is the Chairman and CEO of the Roscongress Foundation. He graduated from the Baltic State Technical University in Saint Petersburg in 1996. He began his career in conference and event organization and quickly advanced to become General Director of the company “Exhibitions–Seminars–Business.”
In 2006, he assumed the chairmanship of Ristok Congress, the main operator of the St. Petersburg International Economic Forum, contributing to the forum’s relaunch under the supervision of the Russian Ministry of Economic Development and Trade. In 2007, he was appointed Executive Director of the St. Petersburg International Economic Forum Foundation and became its Director two years later. In December 2015, the Foundation was renamed “Roscongress.”
Stuglev received the Order of Merit for the Fatherland, 2nd class, in addition to letters of appreciation from the President of the Russian Federation, the Federation Council, and the Russian government, in recognition of his contributions to organizing major international forums and conferences, such as the St. Petersburg International Economic Forum and the Russia-Africa Economic Forum in Sochi.
