كشفت تحقيقات أجراها الجهاز المركزي للرقابة المالية في سورية فساداً مالياً في المؤسسة العامة للإسكان خلال عهد النظام السابق بنحو 16 مليار ليرة، وذلك في إطار جهود الجهاز لحماية المال العام ومكافحة مظاهر الفساد في الجهات العامة.
وأوضح الجهاز المركزي أن التحقيقات أظهرت وجود مخالفات بالعقود المبرمة لدى المؤسسة العامة للإسكان لجهة صرف فروقات أسعار بشكل مخالف للعقود والأنظمة والقوانين.
فروقات أسعار
وفي التفاصيل التي وردت ضمن تحقيق الجهاز التمهيدي بالقضية، ثبت قيام المؤسسة العامة للإسكان بصرف فروقات أسعار لمالكي شركة تعهد بناء متعلقة بتركيب مصاعد مخدمة لأبراج مشروع الادخار وسكن الشباب في محافظة اللاذقية، وضمن مشروع المجمع السكني التجاري على أرض المشفى العسكري ميسلون في محافظة حلب.
وأظهرت التحقيقات قيام اللجنة الفنية ضمن المؤسسة باحتساب فروقات الأسعار بنسبة 100% كمبلغ مستحق للمتعهد، إذ قدر مفتشو الجهاز الأثر المالي لتلك المخالفات بنحو 15.8 مليار ليرة بكامل العقود لعامي 2021 و2022، كما تم حسم 4.8 مليار ليرة بعد استحقاقها من المتعهد والمطالبة بمبلغ 11 مليار ليرة.
عطل وضرر
وحمّل مفتشو الجهاز أعضاء لجنة فروقات الأسعار لدى فروع المؤسسة العامة للإسكان في كل من حلب واللاذقية مسؤولية الإهمال والتقصير بدراسة وتدقيق المحاضر المعدة من قبل لجان احتساب فروقات الأسعار وإلحاق الضرر بالمال العام، بما يخالف البنود العقدية وأحكام القوانين والأنظمة النافذة.
وألقى الجهاز الحجز الاحتياطي على الأموال المنقولة وغير المنقولة للمتعهد، مطالباً المؤسسة بتحريك الدعوى المدنية ضد المسؤولين عن العطل والضرر الذي لحق بها.
Investigations conducted by the Central Financial Control Authority in Syria revealed financial corruption in the Public Housing Authority during the previous regime amounting to approximately 16 billion Syrian pounds, as part of the Authority's efforts to protect public funds and combat manifestations of corruption in public entities.
The Central Authority clarified that the investigations showed the existence of violations in the contracts concluded by the Public Housing Authority regarding the disbursement of price differences in violation of the contracts, regulations, and laws.
Price Differences
In the details provided within the preliminary investigation of the case, it was established that the Public Housing Authority disbursed price differences to the owners of a construction contracting company related to the installation of serviced elevators for the towers of the savings and youth housing project in Latakia Governorate, and within the commercial residential complex project on the land of the Military Hospital in Maysalon, Aleppo Governorate.
The investigations revealed that the technical committee within the Authority calculated the price differences at a rate of 100% as an amount due to the contractor, as the Authority's inspectors estimated the financial impact of those violations at approximately 15.8 billion Syrian pounds for all contracts for the years 2021 and 2022, and 4.8 billion Syrian pounds were deducted after being due from the contractor, with a claim for an amount of 11 billion Syrian pounds.
Damage and Harm
The Authority's inspectors held the members of the price differences committee at the branches of the Public Housing Authority in both Aleppo and Latakia responsible for negligence and failure to study and audit the minutes prepared by the committees calculating the price differences, causing harm to public funds, in violation of contractual terms and the provisions of applicable laws and regulations.
The Authority imposed a precautionary seizure on the movable and immovable assets of the contractor, demanding the Authority to initiate civil proceedings against those responsible for the damage and harm inflicted on it.
