وضع الرئيس الأمريكي دونالد ترمب أكثر من 1500 جندي مظلي من الجيش الأمريكي في حالة تأهّب، تحسبًا لاحتمال نشرهم في ولاية مينيسوتا، على خلفية تصاعد الاحتجاجات العنيفة المناهضة لوكالة الهجرة والجمارك الأمريكية، والتي اجتاحت مدينة مينيابوليس خلال الأيام الأخيرة.
مواجهات عنيفة
وجاءت هذه الخطوة عقب مواجهات عنيفة بين متظاهرين وقوات إنفاذ القانون، استخدمت خلالها قنابل الغاز المسيل للدموع، وسط مشاهد وُصفت بأنها أقرب إلى (ساحات حرب) في شوارع المدينة.
وبحسب ما نقلته شبكة ABC News عن مسؤولين في وزارة الدفاع، فإن القوات التي وُضعت في حالة الاستعداد تنتمي إلى الفرقة المحمولة جوًا الحادية عشرة، المتمركزة في ولاية ألاسكا.
وأوضح المسؤولون أن هذه الوحدة تُعد من نخبة قوات المشاة في الجيش الأمريكي، وغالبًا ما تُستخدم ضمن الخطط الإستراتيجية لردع الصين، إلا أن الإدارة الأمريكية تدرس حاليًا إعادة توجيهها للتعامل مع الاضطرابات الداخلية المتصاعدة في مينيابوليس.
ترمب لم يتخذ قرارًا نهائيًا
وأشار مسؤول دفاعي إلى أن الرئيس ترمب لم يتخذ بعد قرارًا نهائيًا بنشر القوات، مؤكدًا أن «الخطوات المتخذة في الوقت الراهن احترازية فقط، وتهدف إلى إعداد خيارات جاهزة في حال تطلب الوضع ذلك».
سبب الاحتجاجات الأمريكية
وتفجّرت الاحتجاجات عقب مقتل المواطنة الأمريكية رينيه غود، في السابع من يناير الجاري، بعد أن أطلق أحد عناصر وكالةالهجرة والجمارك الأمريكية النار عليها أثناء وجودها داخل سيارتها.
ووفق روايات متداولة، كانت غود وزوجتها تقومان بدور مراقبين قانونيين للاحتجاجات، ما أثار موجة غضب واسعة وجدلاً وطنيًا حول استخدام القوة المميتة من قبل الوكالة.
وفي تطور موازٍ، أفادت وكالة بلومبيرغ بأن مكتب التحقيقات الفيدرالي طلب من عدد من عملائه الانتقال مؤقتًا إلى مينيابوليس للمشاركة في دعم العمليات الأمنية، دون الكشف عن طبيعة المهام الموكلة إليهم.
تفعيل قانون التمرد
وكان ترمب قد لوّح، في وقت سابق، بإمكانية تفعيل (قانون التمرد) الصادر عام 1807، والذي يمنح الرئيس صلاحيات نشر القوات المسلحة داخل الأراضي الأمريكية لقمع الاضطرابات المدنية.
وكتب ترمب على منصته (تروث سوشال) إن فشل سلطات مينيسوتا في «فرض القانون» سيجبره على اتخاذ هذه الخطوة، على غرار ما فعله «رؤساء سابقون»، حسب تعبيره.
حكم قضائي
في المقابل، أصدرت قاضية في المحكمة الجزئية، كيت مينينديز، حكمًا يمنع عناصر وكالة الهجرة والجمارك الأمريكية من الرد على المتظاهرين أو توقيفهم دون وجود سبب قانوني واضح، كما حظرت استخدام الغاز المسيل للدموع أو احتجاز المراقبين والصحفيين أو السائقين ما لم تتوافر شبهات معقولة بارتكاب مخالفات.
وأوضحت القاضية أن «متابعة عناصر إنفاذ القانون من مسافة آمنة لا تشكل بحد ذاتها سببًا قانونيًا للتوقيف أو التفتيش»، في إشارة إلى ممارسات وُصفت بأنها تصعيدية خلال الأيام الماضية.
في السياق ذاته، أعلن حاكم ولاية مينيسوتا، تيم والز، تعبئة الحرس الوطني لدعم شرطة الولاية، مع الإشارة إلى أن القوات لم تُنشر ميدانيًا بعد، لكنها في حالة استعداد للتدخل عند الحاجة.
وتأتي هذه التطورات في ظل تشديد إدارة ترمب حملتها الواسعة ضد الهجرة غير النظامية، والتي شهدت تكثيف وجود عناصروكالة الهجرة والجمارك الأمريكية في مدن أمريكية كبرى تُدار من قبل الديمقراطيين، ما زاد من حدة التوتر بين السلطات الفيدرالية والحكومات المحلية، وأعاد إلى الواجهة الجدل حول حدود استخدام القوة العسكرية في الداخل الأمريكي.

Violent Clashes
This move came after violent clashes between protesters and law enforcement, during which tear gas was used, amid scenes described as resembling (battlefields) in the streets of the city.
According to ABC News, citing officials from the Department of Defense, the forces placed on standby belong to the 11th Airborne Division, stationed in Alaska.
Officials clarified that this unit is considered one of the elite infantry forces in the U.S. Army and is often used in strategic plans to deter China, but the U.S. administration is currently considering redirecting it to address the rising internal unrest in Minneapolis.
Trump Has Not Made a Final Decision
A defense official indicated that President Trump has not yet made a final decision on deploying the troops, emphasizing that "the steps taken at this time are merely precautionary and aim to prepare options in case the situation requires it."
Reason for the U.S. Protests
The protests erupted following the killing of American citizen Renee Good on January 7, after an agent from the U.S. Immigration and Customs Enforcement shot her while she was inside her car.
According to circulating accounts, Good and her wife were acting as legal observers for the protests, which sparked widespread anger and national debate over the use of deadly force by the agency.
In a parallel development, Bloomberg reported that the FBI has requested some of its agents to temporarily move to Minneapolis to assist in security operations, without disclosing the nature of the tasks assigned to them.
Activation of the Insurrection Act
Trump had previously hinted at the possibility of activating the (Insurrection Act) of 1807, which grants the president the authority to deploy armed forces within U.S. territory to suppress civil disturbances.
Trump wrote on his platform (Truth Social) that the failure of Minnesota authorities to "enforce the law" would compel him to take this step, similar to what "previous presidents" have done, as he expressed.
Judicial Ruling
In contrast, a federal judge, Kate Menendez, issued a ruling preventing ICE agents from responding to or detaining protesters without clear legal justification, and also prohibited the use of tear gas or the detention of observers, journalists, or drivers unless there are reasonable suspicions of violations.
The judge clarified that "following law enforcement officers from a safe distance does not, by itself, constitute legal grounds for detention or search," referring to practices described as escalatory in recent days.
In the same context, Minnesota Governor Tim Walz announced the mobilization of the National Guard to support state police, noting that the forces have not yet been deployed in the field but are on standby to intervene if needed.
These developments come amid the Trump administration tightening its extensive campaign against illegal immigration, which has seen an increase in the presence of ICE agents in major U.S. cities run by Democrats, heightening tensions between federal authorities and local governments, and reigniting the debate over the limits of military force within the U.S.
