أكد مجلس السلم والأمن التابع للاتحاد الأفريقي، التزامه الثابت بدعم جمهورية الصومال الفيدرالية في الحفاظ على سيادتها ووحدتها وسلامة أراضيها، مع رفض قاطع لأي محاولات خارجية لتقسيمها أو تغيير حدودها.
وأعرب المجلس في بيان رسمي صادر عقب جلسته الوزارية الـ 1330 التي عقدت دعماً للصومال، الذي ترأست مصر أعماله في فبراير 2026 عن تضامنه الكامل مع حكومة وشعب الصومال، مشيداً بالجهود المبذولة لتعزيز الأمن، ومكافحة الإرهاب، وبسط سلطة الدولة على كامل التراب الوطني.
كما رحب بالتقدم المحرز في العمليات العسكرية ضد الجماعات الإرهابية، وحث القوات الصومالية المدعومة من بعثة AUSSOM والشركاء على مواصلة الضغط لتفكيك التنظيمات الإرهابية نهائياً.
وشدد البيان على أهمية الحوار الوطني الشامل بين الحكومة الفيدرالية والولايات الأعضاء بما في ذلك جوبالاند وبونتلاند، لتعزيز الوحدة الوطنية وتسريع بناء الدولة، مع التركيز على الانتخابات المحلية والوطنية، ومكافحة التطرف، ودعم الشباب والمجتمع المدني في مواجهة التحديات.
وفي سياق عمليات بعثة AUSSOM التي حلت محل بعثة أتميس في يناير 2025، أكد المجلس ضرورة تسريع توليد القوات، وتوفير تمويل مستدام وقابل للتنبؤ ومرن ومتعدد السنوات للبعثة، مع التنسيق الوثيق بين الحكومة الصومالية والدول المساهمة بالقوات والشرطة.
ووجه المجلس لجنة الاتحاد الأفريقي بتنظيم اجتماع لقادة أركان الجيوش والشرطة من الدول المساهمة لمناقشة مستقبل البعثة وتقديم توصيات إستراتيجية.
كما جدد المجلس رفضه القاطع للاعتراف الأحادي الذي أعلنته إسرائيل بـ«صوماليلاند»، معتبراً إياه «باطلاً ولاغياً ودون أثر قانوني» بموجب القانون الدولي، وداعياً إلى التراجع الفوري عنه، محذراً من أن مثل هذه الخطوات تهدد السلام والاستقرار في القرن الأفريقي وفي القارة بأسرها.
وأشاد البيان بدور الدول المجاورة والشركاء الدوليين بما في ذلك الأمم المتحدة، الاتحاد الأوروبي، جامعة الدول العربية، منظمة التعاون الإسلامي، ومجموعة IGAD في دعم الصومال، مع التأكيد على أن الحلول يجب أن تكون صومالية الأصل والقيادة.
The African Union Peace and Security Council reaffirmed its steadfast commitment to supporting the Federal Republic of Somalia in maintaining its sovereignty, unity, and territorial integrity, firmly rejecting any external attempts to divide it or alter its borders.
The Council expressed its full solidarity with the government and people of Somalia in an official statement issued following its 1330th ministerial session held in support of Somalia, which was chaired by Egypt in February 2026, commending the efforts made to enhance security, combat terrorism, and extend state authority over the entire national territory.
It also welcomed the progress made in military operations against terrorist groups and urged the Somali forces, supported by the AUSSOM mission and partners, to continue exerting pressure to dismantle terrorist organizations completely.
The statement emphasized the importance of a comprehensive national dialogue between the federal government and the member states, including Jubaland and Puntland, to promote national unity and accelerate state-building, focusing on local and national elections, combating extremism, and supporting youth and civil society in facing challenges.
In the context of the AUSSOM mission, which replaced the ATMIS mission in January 2025, the Council stressed the need to expedite troop generation and provide sustainable, predictable, flexible, and multi-year funding for the mission, with close coordination between the Somali government and the contributing countries and police.
The Council directed the African Union Commission to organize a meeting for the chiefs of staff of the armies and police from the contributing countries to discuss the future of the mission and provide strategic recommendations.
The Council also reiterated its firm rejection of the unilateral recognition declared by Israel of "Somaliland," considering it "null and void and without legal effect" under international law, calling for its immediate reversal, warning that such steps threaten peace and stability in the Horn of Africa and the entire continent.
The statement praised the role of neighboring countries and international partners, including the United Nations, the European Union, the Arab League, the Organization of Islamic Cooperation, and the IGAD group in supporting Somalia, emphasizing that solutions must be Somali-led and originated.
