أصدر مجلس الشورى، قراراً طالب فيه مؤسسة حديقة الأمير محمد بن سلمان، بالإسراع في إعداد خطتها الإستراتيجية. وطالب المجلس، في جلسته العادية السابعة عشرة، من أعمال السنة الثانية للدورة التاسعة المنعقدة برئاسة رئيس المجلس الدكتور عبدالله محمد إبراهيم آل الشيخ، بإعداد الدراسات البيئية لمنطقة مشروع الحديقة؛ لتحديد المشاريع الملائمة لطبيعة الموقع ذي الحساسية البيئية، داعياً مؤسسة حديقة الأمير محمد بن سلمان، إلى تعزيز التنسيق والتكامل مع برنامج الرياض الخضراء، والجهات ذات العلاقة؛ لتبادل الخبرات والاستفادة من أفضل الممارسات.

طالبت عضو المجلس الدكتورة عائشة عريشي، جامعة جازان بتعزيز الشراكات المجتمعية والدولية، باعتبارها أحد التحديات المؤثرة على ضعف التعاون مع القطاعات الصناعية المحلية والمؤسسات الأكاديمية الدولية، ودعت لإيجاد الآليات التي تسهم في تأسيس الشراكات أو المشاركة في تأسيسها أو دخول الجامعة شريكاً أو مساهماً، وتطلّعت لتفعيل المادة الثانية عشرة من نظام الجامعات الجديد الذي يمكّن الجامعات من تأسيس الشراكات وفقاً لإجراءات نظامية، مؤكدة أهمية رفع جاهزية الجامعة للتحول إلى نظام الجامعات، لافتةً إلى أن التقرير خلا من إبراز جهود الجامعة نحو التحول لنظام الجامعات ومدى جاهزيتها، باعتباره ضرورة وليس خياراً، في ظل ما تملك الجامعة من البنية التحتية والكفاءات الأكاديمية والإدارية.

The Shura Council issued a decision calling for the Prince Mohammed bin Salman Park Foundation to expedite the preparation of its strategic plan. During its seventeenth regular session of the second year of the ninth term, chaired by the Council's President Dr. Abdullah Mohammed Ibrahim Al Sheikh, the Council requested the preparation of environmental studies for the park project area to identify suitable projects for the environmentally sensitive site. It urged the Prince Mohammed bin Salman Park Foundation to enhance coordination and integration with the Green Riyadh Program and relevant entities to exchange experiences and benefit from best practices.
During the session, the Council discussed the annual report of Jazan University, and members expressed several observations and opinions. Council member Dr. Hassan Al-Hazmi urged Jazan University to work on restructuring branches that require further study according to a new operational model, with specialized fields that consider the relative advantages of each governorate. Council member Dr. Ibrahim Al-Hudaythi looked forward to establishing research chairs at Jazan University due to their effective contributions to achieving the university's strategic goals in scientific research, community development, and creating partnerships between universities and other sectors, calling for the development of administrative and marketing plans to establish scientific chairs in various university specialties. The Council also discussed the annual report of Umm Al-Qura University, where council member Dr. Ghada Al-Huthaili urged Umm Al-Qura University to encourage organized research collaboration with researchers from other universities in the Kingdom and to attract researchers with a high-impact and citation record through the Custodian of the Two Holy Mosques Institute for Hajj and Umrah Research, contributing to the dissemination of the institute's outputs in high-impact scientific journals.

Council member Dr. Aisha Al-Arishi called on Jazan University to enhance community and international partnerships, considering it one of the challenges affecting weak cooperation with local industrial sectors and international academic institutions. She urged the establishment of mechanisms that contribute to the foundation of partnerships or participation in their establishment or for the university to become a partner or contributor. She looked forward to activating Article Twelve of the new university system, which enables universities to establish partnerships according to regulatory procedures, emphasizing the importance of preparing the university for the transition to the university system, noting that the report lacked highlighting the university's efforts towards transitioning to the university system and its readiness, considering it a necessity rather than an option, given the university's infrastructure and academic and administrative competencies.
Al-Najjar to Umm Al-Qura University: Transform the uniqueness of Mecca into an attraction and influence system
Council member Dr. Abdullah Omar Al-Najjar considered Umm Al-Qura University to be of "religious and cultural symbolism" that transcends geographical boundaries. In his intervention on the university's report, he pointed out that attracting international students (not just scholarship students) is not a traditional educational activity, but represents a strategic option for building and enhancing the educational and cultural soft power of the Kingdom, creating human and knowledge bridges from Mecca to various countries around the world. The outcomes reflect on communities whose members carry a Saudi educational experience that embodies values of moderation, openness, quality education, and knowledge empowerment. He confirmed that the "Study in Saudi Arabia" program highlights the university's role as the most capable destination to embody the program's goals in its international dimension. Al-Najjar looked forward to developing high-quality international academic programs, flexible educational pathways, and comprehensive services for international students, contributing to maximizing the diplomatic and cultural impact of education, alongside supporting the financial sustainability of the university through well-studied educational models and building soft power; this requires transitioning from the concept of attracting students to managing an integrated impact system that starts from admission to high-quality undergraduate and graduate academic programs. He urged the university to transform the uniqueness of Mecca into a global attraction and influence system and to establish an effective global alumni network, enhancing the educational soft power of the Kingdom and solidifying the university's position as the gateway of Saudi education to the Islamic world, and a sustainable contributor to quality, excellence, and financial sustainability.
He added: Umm Al-Qura University is a global civilizational gateway that starts from Mecca, enhancing the Kingdom's position in the Islamic world, and affirming that Mecca is a destination for worship and a global platform for creating knowledge and civilizational influence.
