رأس ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود، الجلسة التي عقدها مجلس الوزراء، اليوم، في الرياض.
واطّلع المجلس خلال الجلسة على مجمل المحادثات والمشاورات التي جرت في الأيام الماضية بين المملكة العربية السعودية وعدد من الدول الشقيقة والصديقة حول مستجدات الأحداث وتطورات الأوضاع على الساحتين الإقليمية والدولية؛ مجددًا في هذا الإطار مواقف المملكة الثابتة بشأنها، ودعم الجهود الهادفة إلى حل الخلافات بالحوار بما يعزز الأمن والاستقرار في المنطقة والعالم.
وفي الشأن المحلي، وافق مجلس الوزراء، في جلسته على السياسة الوطنية للغة العربية في المملكة العربية السعودية، وعدّ المجلس بدء تنفيذ الإستراتيجية الوطنية للتخصيص خطوة داعمة لمسيرة تنويع الاقتصاد الوطني.
إدانة انتهاكات إسرائيل لوقف النار في غزة
وشدّد مجلس الوزراء على مضامين البيان الصادر عن وزراء خارجية المملكة ودول عربية وإسلامية، والمشتمل على إدانة انتهاكات قوات الاحتلال الإسرائيلية لوقف إطلاق النار في غزة، التي تقوض الجهود الدولية المبذولة في تثبيت الهدنة وترسيخ الاستقرار والمضي قدمًا نحو تنفيذ المرحلة الثانية من خطة السلام؛ وصولًا إلى سلام عادل وشامل ودائم يحقق للشعب الفلسطيني إقامة دولته المستقلة.
وأوضح وزير الإعلام سلمان بن يوسف الدوسري، في بيانه لوكالة الأنباء السعودية عقب الجلسة، أن المجلس ثمّن تجاوب الحكومة السورية وقوات سورية الديمقراطية مع مساعي المملكة العربية السعودية والجهود التي بذلتها الولايات المتحدة الأمريكية؛ في الوصول إلى اتفاق وقف إطلاق النار الذي يؤمل منه الإسهام في دعم مسيرة هذا البلد الشقيق نحو السلام والأمن والاستقرار وتحقيق تطلعات شعبه وتعزيز وحدته الوطنية.
زراعة 22 مليار شجرة وتأهيل 92 مليون هكتار
وتناول المجلس مخرجات الاجتماعات والمؤتمرات التي استضافتها المملكة، مقدرًا في هذا السياق المشاركة الدولية الفاعلة في الاجتماع الثاني للمجلس الوزاري لمبادرة الشرق الأوسط الأخضر الذي شمل الموافقة على انضمام أعضاء جدد للمبادرة؛ ليرتفع عدد الأعضاء إلى 35 دولة، واتخاذ خطوات تأسيسية تمهد الطريق لبدء المرحلة التشغيلية والتنموية مع تجديد الالتزامات المعلنة بتحقيق المستهدفات، منها زراعة أكثر من 22 مليار شجرة وإعادة تأهيل 92 مليون هكتار؛ مما يدعم تحقيق الأهداف ومعالجة التحديات البيئية الإقليمية ودعم الجهود العالمية.
80 اتفاقية ومذكرة لتعزيز قطاع العقار
وأثنى مجلس الوزراء على نتائج المؤتمر الدولي لبناء القدرات في البيانات والذكاء الاصطناعي الذي عقد في الرياض، وما شهد من تدشين مبادرات متعددة المجالات وتوقيع 27 اتفاقية ستسهم في تعزيز الشراكات الأكاديمية الدولية لنقل المعرفة وتوطين التقنية وتحقيق مستهدفات الإستراتيجية الوطنية للقطاع.
وبيّن وزير الإعلام أن المجلس أشاد بأعمال النسخة الخامسة لمنتدى مستقبل العقار الذي تضمن مشاركة دولية واسعة من مختلف دول العالم، وتوقيع 80 اتفاقية ومذكرة تفاهم ستعزز الدور التنموي للقطاع وصولًا إلى تحقيق المستهدفات الوطنية.
وأشاد المجلس بما اشتمل عليه المنتدى السعودي للإعلام الذي عقد برعاية خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود؛ من إطلاق اتفاقيات ومبادرات إستراتيجية عكست تطور القطاع في المملكة ودوره في مواكبة التحولات الرقمية وصناعة المحتوى، وبما يجسّد مكانة الرياض بوصفها مركزًا للمبدعين وأبرز الفعاليات العالمية.
بيئة جاذبة للاستثمار ودعم توطين الصناعات
واستعرض مجلس الوزراء النجاحات المتحقّقة في عدد من منظومات القطاعات الحكومية؛ عادًّا بدء تنفيذ الإستراتيجية الوطنية للتخصيص خطوة داعمة لمسيرة تنويع الاقتصاد الوطني وترسيخ الدور المحوري للقطاع الخاص في التنمية الشاملة؛ لفتح آفاق جديدة تعزز جودة البنية التحتية والخدمات العامة، وتزيد جاذبية البيئة الاستثمارية في المملكة.
ونوّه المجلس بالمشاريع التطويرية والنوعية التي دُشنت في المدن الصناعية بمكة المكرمة وجدة؛ لدعم توطين الصناعات ذات الأولوية، وتنمية المحتوى المحلي، وتيسير ممارسة الأعمال بما يُسهم في تعزيز التنمية الاقتصادية بالمنطقة.

واطّلع مجلس الوزراء على الموضوعات المدرجة على جدول أعماله، من بينها موضوعات اشترك مجلس الشورى في دراستها، كما اطّلع على ما انتهى إليه كل من مجلسي الشؤون السياسية والأمنية، والشؤون الاقتصادية والتنمية، واللجنة العامة لمجلس الوزراء، وهيئة الخبراء بمجلس الوزراء في شأنها، وقد انتهى المجلس إلى ما يلي:
- الموافقة على مشروع اتفاقية عامة للتعاون بين حكومة المملكة العربية السعودية وحكومة جمهورية قبرص.
- تفويض وزير الثقافة رئيس مجلس أمناء مجمع الملك سلمان العالمي للغة العربية -أو من ينيبه- بالتباحث مع الأمانة العامة لجامعة الدول العربية في شأن مشروع مذكرة تفاهم في مجال خدمة اللغة العربية بين المجمع والأمانة، والتوقيع عليه.
- الموافقة على مشروع مذكرة تفاهم بين وزارة العدل في المملكة العربية السعودية والمعهد الدولي لتوحيد القانون الخاص.
- الموافقة على مشروع مذكرة تفاهم للتعاون في القطاع البريدي بين وزارة النقل والخدمات اللوجستية في المملكة العربية السعودية ووزارة الاتصالات في البرازيل.
- تفويض وزير الاقتصاد والتخطيط -أو من ينيبه- بالتوقيع على مشروع اتفاقية بناء منظومات بحثية في المملكة العربية السعودية، ومشروع اتفاقية تحقيق آفاق جديدة للتنافسية في المملكة وآثارها العالمية، بين وزارة الاقتصاد والتخطيط وجامعة هارفارد الأمريكية.
- الموافقة على مشروع اتفاقية بين حكومة المملكة العربية السعودية وحكومة جمهورية فنلندا في مجال خدمات النقل الجوي.
- الموافقة على انضمام هيئة الفروسية إلى الاتحاد الدولي لمربي الخيل المهجنة الأصيلة.
- الموافقة على مشروع اتفاقية تعاون بين رئاسة أمن الدولة في المملكة العربية السعودية وجهاز أمن الدولة في جمهورية أوزبكستان في مجال مكافحة جرائم الإرهاب وتمويله.
- الموافقة على مشروعي مذكرتي تفاهم بين الديوان العام للمحاسبة في المملكة العربية السعودية ومجلس المراجعة والتفتيش في جمهورية كوريا، والمكتب الأعلى للمراجعة في الولايات المتحدة المكسيكية؛ للتعاون في مجال العمل المحاسبي والرقابي والمهني.
- تطبيق قراري المجلس الأعلى لمجلس التعاون لدول الخليج العربية في دورته الرابعة والأربعين المنعقدة في الدوحة، في شأن اعتماد التشريع الاسترشادي الموحد لمكافحة المخدرات والمؤثرات العقلية لدول مجلس التعاون بصفة استرشادية، وفي شأن اعتماد النظام (القانون) الاسترشادي الموحد لإجراءات الاستجابة الميدانية لمواجهة حوادث المواد الخطرة بدول مجلس التعاون بصفة استرشادية.
- الموافقة على السياسة الوطنية للغة العربية في المملكة العربية السعودية.
- اعتماد الحساب الختامي للدولة لعام مالي سابق.
- التوجيه بما يلزم بشأن عدد من الموضوعات المدرجة على جدول أعمال مجلس الوزراء، من بينها تقارير سنوية للهيئة السعودية للسياحة، والهيئة الملكية لمدينة الرياض، وصندوق التنمية الوطني.

Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud chaired the session held by the Council of Ministers today in Riyadh.
The council reviewed during the session the overall discussions and consultations that took place in the past few days between the Kingdom of Saudi Arabia and a number of brotherly and friendly countries regarding the latest developments and changes in the regional and international arenas; reaffirming in this context the Kingdom's firm positions on these matters, and supporting efforts aimed at resolving disputes through dialogue to enhance security and stability in the region and the world.
On the domestic front, the Council of Ministers approved the national policy for the Arabic language in the Kingdom of Saudi Arabia, considering the commencement of implementing the national privatization strategy as a supportive step for the journey of diversifying the national economy.
Condemnation of Israel's Violations of the Ceasefire in Gaza
The Council of Ministers emphasized the contents of the statement issued by the foreign ministers of the Kingdom and Arab and Islamic countries, which included condemnation of the violations by the Israeli occupation forces of the ceasefire in Gaza, which undermine the international efforts made to stabilize the truce and establish stability and move forward towards implementing the second phase of the peace plan; leading to a just, comprehensive, and lasting peace that enables the Palestinian people to establish their independent state.
Minister of Media Salman bin Yusuf Al-Dosari, in his statement to the Saudi Press Agency following the session, indicated that the council appreciated the response of the Syrian government and the Syrian Democratic Forces to the efforts made by the Kingdom of Saudi Arabia and the efforts exerted by the United States of America; in reaching a ceasefire agreement that is hoped to contribute to supporting this brotherly country's journey towards peace, security, and stability, achieving the aspirations of its people and enhancing its national unity.
Planting 22 Billion Trees and Rehabilitation of 92 Million Hectares
The council discussed the outcomes of the meetings and conferences hosted by the Kingdom, appreciating in this context the effective international participation in the second meeting of the ministerial council for the Green Middle East Initiative, which included the approval of new members joining the initiative; raising the number of members to 35 countries, and taking foundational steps that pave the way for the start of the operational and developmental phase with a renewal of the announced commitments to achieve the targets, including planting more than 22 billion trees and rehabilitating 92 million hectares; which supports achieving the goals and addressing regional environmental challenges and supporting global efforts.
80 Agreements and Memos to Enhance the Real Estate Sector
The Council of Ministers praised the results of the international conference on capacity building in data and artificial intelligence held in Riyadh, which witnessed the launch of multiple initiatives and the signing of 27 agreements that will contribute to enhancing international academic partnerships for knowledge transfer, localizing technology, and achieving the targets of the national strategy for the sector.
The Minister of Media indicated that the council commended the activities of the fifth edition of the Future of Real Estate Forum, which included wide international participation from various countries around the world, and the signing of 80 agreements and memoranda of understanding that will enhance the developmental role of the sector towards achieving national targets.
The council praised what was included in the Saudi Media Forum, which was held under the patronage of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud; with the launch of strategic agreements and initiatives that reflect the development of the sector in the Kingdom and its role in keeping pace with digital transformations and content creation, embodying Riyadh's position as a center for creators and major global events.
An Attractive Investment Environment and Support for Localizing Industries
The Council of Ministers reviewed the successes achieved in several government sector systems; considering the commencement of implementing the national privatization strategy as a supportive step for the journey of diversifying the national economy and establishing the pivotal role of the private sector in comprehensive development; to open new horizons that enhance the quality of infrastructure and public services, and increase the attractiveness of the investment environment in the Kingdom.
The council highlighted the developmental and qualitative projects launched in the industrial cities of Mecca and Jeddah; to support the localization of priority industries, develop local content, and facilitate business practices in a way that contributes to enhancing economic development in the region.
Decisions:
The Council of Ministers reviewed the topics listed on its agenda, including topics studied by the Shura Council, and also reviewed the conclusions reached by both the Council of Political and Security Affairs, and the Council of Economic and Development Affairs, and the General Committee of the Council of Ministers, and the Experts Committee of the Council of Ministers regarding them, and the council concluded with the following:
- Approval of a general cooperation agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Cyprus.
- Authorizing the Minister of Culture, Chairman of the Board of Trustees of the King Salman Global Complex for the Arabic Language - or his representative - to negotiate with the General Secretariat of the Arab League regarding a draft memorandum of understanding in the field of serving the Arabic language between the complex and the secretariat, and to sign it.
- Approval of a draft memorandum of understanding between the Ministry of Justice in the Kingdom of Saudi Arabia and the International Institute for the Unification of Private Law.
- Approval of a draft memorandum of understanding for cooperation in the postal sector between the Ministry of Transport and Logistics Services in the Kingdom of Saudi Arabia and the Ministry of Communications in Brazil.
- Authorizing the Minister of Economy and Planning - or his representative - to sign a draft agreement to build research systems in the Kingdom of Saudi Arabia, and a draft agreement to achieve new horizons for competitiveness in the Kingdom and its global impacts, between the Ministry of Economy and Planning and Harvard University.
- Approval of a draft agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Finland in the field of air transport services.
- Approval of the joining of the Equestrian Authority to the International Federation of Thoroughbred Breeders.
- Approval of a draft cooperation agreement between the Presidency of State Security in the Kingdom of Saudi Arabia and the State Security Service in the Republic of Uzbekistan in the field of combating terrorism and its financing.
- Approval of two draft memoranda of understanding between the General Auditing Bureau in the Kingdom of Saudi Arabia and the Board of Audit and Inspection in the Republic of Korea, and the Supreme Audit Office in the United Mexican States; for cooperation in the field of accounting, auditing, and professional work.
- Implementing the decisions of the Supreme Council of the Gulf Cooperation Council in its forty-fourth session held in Doha, regarding the adoption of the unified guiding legislation for combating drugs and psychotropic substances for the GCC countries on a guiding basis, and regarding the adoption of the unified guiding system (law) for field response procedures to hazardous materials incidents in the GCC countries on a guiding basis.
- Approval of the national policy for the Arabic language in the Kingdom of Saudi Arabia.
- Adoption of the final accounts of the state for a previous financial year.
- Directing what is necessary regarding a number of topics listed on the agenda of the Council of Ministers, including annual reports for the Saudi Tourism Authority, the Royal Commission for Riyadh City, and the National Development Fund.
